Danny Sheehan spent his career on cases about what governments keep from the public. As Chief Counsel of the New Paradigm Institute, he now brings that work to unidentified anomalous phenomena (UAP), also known as UFOs.

Why disclosure

In recent years Congress has heard testimony, some of it under oath, from former military and intelligence officials that the United States government has studied UAP for decades, largely out of view of the public and of Congress itself. The New Paradigm Institute (NPI) works to make sure the truth comes out through lawful, accountable channels, and that people are ready for what it may mean.

For Danny this continues a long line of work. In the Pentagon Papers case and in the Christic Institute’s suits, the question was the same: when a government keeps secrets about matters of public importance, what does the Constitution require it to share?

Danny’s history with the subject

  • The Carter years. By Danny’s account, in the late 1970s he served as a special consultant to a Library of Congress study on extraterrestrial intelligence requested during the Carter administration.
  • SETI. He presented a closed-door seminar on the theological implications of contact to SETI scientists at NASA’s Jet Propulsion Laboratory.
  • John Mack. He served as counsel to Harvard psychiatrist John Mack before the Harvard faculty committee that reviewed Mack’s research on people who reported alien encounters.
  • The Disclosure Project. He served as general counsel to Steven Greer’s Disclosure Project, which presented testimony from former military, FAA and NASA personnel about UFO secrecy, and to the Institute for Cooperation in Space.
  • Luis Elizondo. In 2021 he represented former Pentagon intelligence official Luis Elizondo, who has said he led the Advanced Aerospace Threat Identification Program.
  • The New Paradigm Institute. In 2023 he and Sara Nelson launched NPI as an initiative of the Romero Institute.

  • Policy and legislation. Pressing Congress to pass the UAP Disclosure Act and to strengthen oversight of classified programs.
  • Strategic litigation and whistleblower support. Legal work to compel disclosure, and support for people who come forward through lawful channels.

What is the UAP Disclosure Act?

The UAP Disclosure Act was introduced in 2023 by Senate Majority Leader Chuck Schumer and Senator Mike Rounds as an amendment to the National Defense Authorization Act. It would create a presidentially appointed review board and a process for declassifying government records about UAP. A scaled-back version became law at the end of 2023, without the review board. The House has since passed the UAP Disclosure Act for the fiscal 2027 defense bill, and NPI is urging the Senate to pass it too.
